Does the letter "C." in front of a man's name mean Capitan?

There is a "C." in front of Juan's name.

In my experience, the ¨C¨ means ¨Ciudadano¨. You can see it on this page of marriage records from Ojuelos where most records say Ciudadano for each groom while the writer of the last record on the page chose to abbreviate the word to just the letter C.
